The environmental laws in NL are as tough as in Germany - but the fines are about 10 times higher :-)

No, no - sorry. I can only talk about my region (South Limburg). Here it's not even possible to get legal access to some gravel roads, far away from forrests. Only agricultural and forrestry vehicles allowed. But Belgium is only 200 m from my place, where the law is not so restrictive.
